Normally it helps to know also the netmask of at least one, but it's pretty clear that your two addresses are not on the same network. Often the mask is 255.255.0.0 with a business like this. This means you have one on network 10.15.0.0 and the other on network 10.19.0.0 so they have to use a router. You likely have also a firewall controlling traffic between the two, but even without a firewall it still is what we call "Intranet" and MLO's "WiFi sync" just isn't designed for it. You will have the same result as trying to route over Internet. It doesn't jump through routers, and ping only proves that it makes it there through any IP routing going on, to other networks.
If the phone got the address for example 10.15.131.45 and netmask 255.255.255.0 then they would both be on the same network and WiFi sync would be appropriate. As it has been stated before, they need to be on the same local network, hence this is called WiFi sync and not something like IP sync.
