I finally got it to work by disabling (i.e. uninstalling the Google app) and then enabling it. This was at the cost of losing the layouts on my launcher. Sadly the problem returned a day or two later.
I don't know what widget is being suggested, but my practice was, before it stopped working, to say Hey Google Take A Note while the phone was in my pocket.
