Yes, assigned keyboard shortcuts currently take priority. You can apply this
change (or checkout keyboard branch from maxy-experimental) to test how
things are working (and broken) otherwise:

Basically the issue when you do this is that the one-key shortcuts don't work
reliably any more. Every time you open a dialog through a shortcut that has an
edit entry or a numeric entry value (eg. color dialog), you can't access any
other dialogs through one-letter shortcuts. Also, arrow keys don't work any
more for scrolling (not tragic, but there might be others).
GIMP has a similar issue with the Tab key that should toggle all dialogs but
is grabbed by GTK to change between widgets.
