Follow-up Comment #3, bug #18302 (project mypaint):
I'm (hopefully) attaching a screenshot of the layer toolbox behaviour with
oxygen-gtk You can see the bottom layer is active based on the merge and
lower buttons being inactive.
Sorry I didn't do this before, I was in a bit of a hurry at the time.
