Follow-up Comment #4, bug #18519 (project mypaint):

It wasn't confusion about the states and the menu items, though I see how
that could be confusing. What happened for me was the initial state was
incorrect on first run: I had the combined toolbar visible on that run, but
the menu said I had a menubar and no toolbar, because that was the last state
I had it in prior to running it before. I ended up having to toggle the
settings a couple times to get things to sync up. That sounded like it was
related to this bug report at the time. Doesn't matter now, though; the
change to radio buttons makes a lot more sense and should act more
consistently.
Also, glad I can help. MyPaint's great and I like being able to help it
improve in some way :)
