Maybe 2 bugs. Not really decided. Starting with a new config:
* Windows which have no setting for "hidden" are on by default. This may be
OK, however:
* Windows without an explicit "hidden" setting have toggle buttons (and menu
items, and any other proxies) which no not reflect their actual initial
state.
Since the toggle buttons default to off and the window buttons default to on,
this creates a mismatch and makes the UI less self-explanatory until the
toggles are, well, toggled for the first time: that's sufficient to set the
preferences, and if the pref get saved then all is fine for the next startup
no matter whether the window is configured on or off.
