There's nothing illegal about it where I live either, here in the US. 
It is perfectly allowable for me to capture analog signals (or digital
signals converted to analog) via my capture card, store them on a
device, and then change them into a format which saves hard drive
space.  If it wasn't Tivo, ReplayTV, Windows MCE, and the assortment
of cable company-provided DVRs would have been litigated into
oblivion.

Similarly, it's perfectly legal for me to rip a copy of a CD that I
purchased and store the music on my mythbox in a different format.  If
having MP3s were patently illegal, then Apple, Creative, and any other
company selling equipment to play them on would have similarly been
sued.

The presence of those utilities is not indicitive of illegal
activities.  Saying they do indicate something illegal is like saying
that having a network card in your mythbox is also wrong, since you
then could potentially trade your recordings over the internet.
