Definitely the larger fans help.

The Antec SLK3000B has an 120mm exhaust fan, and a
spot for a 120mm intake fan.  I have both populated,
and the fans both run at probably less than 1000rpm
each.  There's also two cooling vents on the left
panel, one by the CPU, and one by the PCI slots.  I'm
still debating whether or not to cover them up (if I
do, it will probably be just with a filter, to let the
air out, but not take dust in).

The Zalman CPU cooler, being all copper, takes more
heat away from the CPU, and the fan on it is a 92mm,
which helps in the quiet department.

For anybody looking to make a quiet-ish PC, you
definitely have to do your research, that's what I've
learned.
