As a rental you should be given a key. Speak with her about the fact you plan to start at 8-9 but that you understand there is no receptionist at that time. As long as your not asking anything from her (more receptionist time) then it shouldn't be a problem.
You can do a pedi station without plumbing and still have it be raised. A simple platform will allow the clients chair to be higher so they are in the right position for you on a pedi stool. And you can use a Footsie or Belava bath - but make sure you have a good sink around for emptying it - one salon I was at had just a hand sink and it was a PITA to fill (I ended up using a small pitcher).
