when I had my pedi chair installed there was no plumbing.  The plumber tied 
into the water line in the bathroom and it drained into a line tied into their 
drain line.  The chair had to have a pump for the drain but that is common in 
chairs so it is easy to get.  Sounds tricky but my plumber didn't seem to have 
a problem. The one fortunate thing for me was the bathroom was in back of where 
my chair was..so the water line was close.
According to IRS rules...when boothrenting... I thought you HAD to have a 
key...there are like 10 rules you need to follow otherwise the IRS says you are 
an employee and  then the boss needs to pay your taxes!

As a rental you should be given a key.  Speak with her about the fact
you plan to start at 8-9 but that you understand there is no
receptionist at that time.  As long as your not asking anything from
her (more receptionist time) then it shouldn't be a problem.

You can do a pedi station without plumbing and still have it be
raised.  A simple platform will allow the clients chair to be higher
so they are in the right position for you on a pedi stool.  And you
can use a Footsie or Belava bath  - but make sure you have a good sink
around for emptying it - one salon I was at had just a hand sink and
it was a PITA to fill (I ended up using a small pitcher).
