It is possible to differentiate things like pricing outside of the bylaws. I 
think everyone is mostly in agreement that the bylaws isn't the place for 
dictating fees, but is the right place for dictating how fees can be set.

Dan's point on student classes and the educational mission of this organization 
might need some more explication to get the support it needs. Its use isn't 
very clear right now since we're not actively participating, say via working 
groups we create, in areas such as curriculum recommendations.
