It depends what you do with the time. If you are just sitting passively, 
then it's a problem. If you are actively reflecting on what you've done, as 
recommended in the "10 Minute Build" practice in the new edition of XPE, 
then the extra time isn't wasted.

Personally, I think that there won't _always_ be a suitable opportunity to 
do something worthwhile during the wait period, so I don't like having it 
forced on me. If you've got a minor change, releasing it without waiting 
makes sense. Of course, sometimes there is a suitable opportunity.
