Well, installing the correct file makes a difference doesn't it. 

>From Control panel, I uninstalled 2.1.3. Then unzipped 
neo4j-community-2.1.3-windows.zip, and I get the .bat files.

But I'm still having problems getting the 2.1 db to start. My notes follow.

The crazy thing is, 1.9 starts fine. And that batch file looks very similar 
to the 2.1.3 .bat file.

Did 2.1.3 install some funny java JRE or other nonsense that needs to be 
deleted now?

On and off, I've been working on this for over a week now. 

Has 2.1.3 been tested end to end on Windows 7?

In the java window, do Control-c and Control z to stop it. 

Which always seems to make it shutdown incorrectly.
