Nope, we bundle a JRE but we do not install the JRE, so when you uninstall
Neo4j it removes the bundled JRE completely.

Re the .zip bindle, for normal start and stop you do not need a parameter;
the launcher will spawn a separate window and to stop you issue a CTRL+C to
that window. I can't remember how it worked in 1.9 but this worked for me
on a clean Win8 with a fresh zip of 2.1.3:
