It's all ebay requires (not even a requirement); however, Paypal REQUIRES  
online proof.  I have gone through this several times.  You  must be able to 
prove online that item was shipped.  The customs  declaration is not shown 
online.  
 
Paypal specifically states that above a certain value, you must have  
online verifiable signature confirmation.  Example - UPS tracking where  they 
show "Left on Porch" does not work and a claim will be denied.
 
I have had auctions with shipping insurance option for an extra $1.   
Person declines.  I ship and package.  It's lost.  Paypal  has taken the money 
from me (even with online proof of shipping), even  though...
I shipped via UPS, online trackable.  UPS admits package lost (since  it 
went across the USA), and simply stops at the destination hub - no more  
movement.  Customer complains, and paypal takes money saying I should have  
insured it (even though customer selected NOT to insure).  I dispute and  
paypal 
"they considered it".  At the same time, customer has paid through  paypal 
with his credit card and disputed with them as well.  Paypal  actually took 
DOUBLE the money back.  Paypal eventually refunded one of the  takes, so I 
was still without money and product.
 
And, lastly, I have had the reverse happen.
I purchased an item on ebay.  It was physically damaged, so the seller  
filed a claim with FedEx.  Seller got FedEx to "re-imburse" for $300 in  
damage.  Also, FedEx shipped damaged product to seller.  Paypal denied  my 
claim, 
because auction said - Sold AS-IS.  So, seller got my money, got  his 
product back, AND was paid from FedEx.  A few weeks later, the same  printer 
was 
up for auction by his second ID.  Was able to confirm by the  fact that the 
new picture had the serial number in it.   I called  paypal, and they did 
actually refund my money over several days of emails and me  sending pictures 
of the unit I had (I took pictures for the original claim of  the unit with 
the damage so was able to prove it was the same unit).  I  couldn't warn the 
next bidder since ebay blocks you from seeing the full  name.  Yup, also 
called FedEx about the fraud and since payment was already  sent, they couldn't 
do anything about it, but said they would make notes against  the address 
(they do keep track of addresses for fraud, and if packages  should/shouldn't 
be left on your door step).
