Maybe, I'm just panicking, since its only two data points.

I haven't had problems in the past. In 2010 alone, I sent 10 packages
there, with no mishaps.

But towards the end of 2010, my spare time took a dive, due to
something known as a 'day job', so all that eBay stuff took a back
seat. I restarted listing supplies around March of this year, and
those two German sales occurred in April. I've got a third shipped in
May, and I'm crossing my fingers.

Two things have changed. One, the new supply is a tad more
complicated, and the costs have gone up, so I'm charging more. But,
2nd, is that the USPS is using a new Customs Declarations form. It
looks close to the old one. Close sometimes doesn't work with
bureaucrats. I've also heard in the rumor mill, that if German Customs
rejects a package, its just abandoned, with no notice to either
shipper, or receiver. I wonder if they have government auctions there
in Germany.

If there was any place in Western Europe that I'd expect problems, it
would be Italy:

I've sent quite a few packages there, with no incidents, so far.
Mostly in the north, around Milan. A few to guys with last names you
see on fancy sports cars. Makes you wonder.

Of course behavior here in the US, looks more like Italy, than the
rest of the EU, minus the fashion sense:
