Yup. I don't know why they were intentionally built that way, but
there is no control over the individual elements. The best you can do
is get one whole column to light up.

I contacted the seller and asked (repeatedly), but never got a
response.

Note that his eBay listing (see another post in this thread) shows two
different types of packages - the headline picture appears to be of
blister-faced (for lack of a better term) units, while the pictures
inside the listing are of flat-faced ones. The giant 7-segment tubes
he (and other sellers) have listed are blister-faced units. Also, the
only picture he has of a lit display are from the specimen I gave to
