Same here - shipping has always been prompt (well, as prompt as
anything from that part of the world's post system is).

However, communications not related to an in-progress auction
sometimes go answered for a long time, or sometimes never get
answered.

They're not rejects - they were very definitely intentionally wired
this way. I don't know why - it could just as easily have been done
externally, which would have made the displays actually useful.

My personal opinion is that these were samples shipped to Russia from
one of the Japanese VFD manufacturers, and intentionally limited in
function. I base this on both the physical appearance of the display's
fabrication as well as the part number being on pieces of paper taped
to the back of the display instead of stamped on like all other
Soviet / Russian displays I've seen. Also, the banner image in the
eBay listing shows (as I mentioned earlier in this thread) is of a
blister-front display, just like the 7-segment displays this seller
(and others) have, with inked-on part numbers and similar date codes.

Note, however, that Micah from VTA disagrees with me and feels these
displays were produced in Russia. So don't take my opinion as gospel.
