depends on the jurisdiction. Generally to sell something you need it to pass an electrical inspection to be 100% kosher. In fact technically here in Ontario, you need an inspection to be able to legally plug it in yourself!
That is what the c(UL)US or C(CSA)us stickers you see on manufactured goods are all about.
