The value of the emitter resistor is easy to calculate:

Re = (Arduino Output voltage - 0.7) / Bulb current

If the Arduino puts out 5V (are you sure it isn't 3.3 ?), and you want 
0.7mA, Re is 6140 ohms; I think  the nearest standard value is 6.2K
