Try running 'snmptranslate -IR -Dread_config:init sysContact' to see what mibdirs the tools are using, and make sure /usr/local/share/snmp/mibs is in the list. You can also try -Dparse-file to see exactly what files are being read. Also, try asking it to load all mibs.
