It is.  Compared to the alternative, an empty library that people
don't have to use is much cleaner.  The library would be marked in
documentation as "deprecated" and it would go away in 2 releases, per
normal process.  The alternative is to have no "going away" process
and break existing applications now.  But not just break, potentially
break badly (analyze what happens when an agent doesn't call the
init_helpers routine; if nothing, great, but I haven't studied it recently).

They don't have to.  If they don't want to provide a migration path
for users, they don't have to do so.  We don't force them to.
