IE, it's a "SNMP management side thing only". That being said, I think that's as stupid rule and I'd be happy to take the patch as I think it's more useful. My interpretation of the text, though, says that it should remain initial blank until a manager modifies it. But... I'm a single opinion advocating for a rule I don't even like.
