Try downloading the 'src.rpm' file from the project website,
unpacking it, and then running
rpmbuild -bb net-snmp.spec
(using the spec file that you'll find in /usr/src/redhat/SPECS)
That's the standard approach to building a binary RPM from a source RPM.
