I presume this would be one of the  'net-snmp-5.x.y.win32.exe'
files from the project web site?   Running one of these will
install the Net-SNMP package.

I don't know which version you are working with, but I tried
installing the 5.5.0 windows binaries last night (which date from
2009).  This does include a package containing the perl modules,
which is optional, but enabled by default.
.   Have a look under c:\usr\perl

The documentation that's included with the windows installer binary
tells you how to install the perl modules.   (Though it does assume
that  you're using ActiveState perl - I don't know enough about
Strawberry Perl to say whether the packages are compatible or not)
