Yes.

50Mhz 030 will do around 16.36 MIPS and around 1.10 MFLOPS *
28Mhz 040 will do around  20.22 MIPS and around 7.18 MFLOPS *

*The MFLOPS floating point performance will depend on a 50Mhz 68882
fpu being used with the 030 and that the 040 has an internal fpu (A
full 68040).

These tests are based on results in Syspeed 2.6 so other benchmarkers
my produce different results.  For comparison:

60Mhz 060 will do around 79.78 MIPS and 31.89 MFLOPS
40Mhz 040 will do around 28.97 MIPS and 10.62 MFLOPS

A rough guide would be:

A 040 cpu core is 2x faster than a 030 at the same clock speed.
A 060 cpu core is 4x faster than a 030 at the same clock speed.
A 040 fpu core is 11x faster than a 68882 fpu of the same clock speed.
A 060 fpu core is 24x faster than a 68882 fpu of the same clock speed.
