Maybe, but it is safer to do this with artser.device, simply
because artser and serial spells with the same number of
characters. And its written in normal ascii so its easier
to edit. And you wont be changing the filesize or any
checksums or whatever.
I think the author of artser have done this intensionally.

I think this is quite old. One of the other replacements,
dont remember which one, is based on this one and would
be prefeable over V34serial.device.

BaudBandit worked fine for me (used it some years ago)
I think I remeber there was a note in the docs that when
you use it, you should write the name case-sensitive.
Dont know if it makes any difference, but I respected
that, and I had no problems with it.
