There could be another cause. Internet Magazine publishs a  league table of
isps according to speed. 

This month, ukonline is at 62 !

Number 1 is http://www.cwcom.net which is free. Suggest that you use them to
test your set up

To give you more joy, the sign up pages are flaky and only seem to work with
aweb!

I use netkonect who are normally around the top 30.
