I believe the Wellington in question is one that is at Brooklands in
Surrey. and yes, it is being/has been restored. And yes, I think it
did cost a lot of money, despite much of the work being done by
volunteers and staff at Brooklands.
Brooklands, if you don't know of it, is a "museum" (to use the term
loosely) of aviation and motor racing. It used to be a race track and
airfield, one of the biggest in the country, and was also used for
flying development for one the world wars.
