The only one I have any real experience of is wu-ftpd. This is a port of
the Unix version, which is in use on thousands of servers. It should be
very secure.

If the computer you're connecting from has a static IP address, you
could make any FTP server secure by only allowing connections to the FTP
ports from that one address.

I'd take a look at wu-ftpd. As it's a Unix port you have to hug a tree
before editing half a dozen text configuration files. But once set up it
works well.
