Very true, unless you had an SMTP server, or POP client running on the
server, which in cgi terms wouldn't be excessively hard, I might add. 
The way I was thinking of doing was to send the request using an HTML
form, which is a technique I have used on a couple of my own scripts.

I've only seen someone else's Python scripts for FTPing, but they were
drastically straightforward.  Much (bloody) easier than ARexx for that
kind of thing.

Get a good Python book, or look online, and have a go at it. 
Fortunately I have a resident web designer, who is adept at HTML FORM
design, so I just get to write the Perl stuff ;-)
