This is the clause in question, yes.
I see no reason to deny linking against GPLv3 libraries; equally, I see no
reason not to use GPLv2.
I'm sorry, but I cannot see how this answers the question I asked. Which
of the following matches your position?:
1. Yes, I want the relicensing clause and would object if it's not
present.
2. Yes, I'd like the clause but am not sufficiently bothered to raise an
objection if there is none.
