Some sites provide alternative non-framed pages for users whose
browser doesn't have frame capability. Increasingly however most site
designers don't bother and assume a minimum viewer capability
equivalent to IE4. I'm afraid I'm guilty of this approach but
unframed HTML is so restrictive in terms of precise content placement
it's inevitable.
