Problem is that "illegal" is only advisory and HTML code which fails
to meet the W3C standard doesn't stop a browser from displaying the
page. In these circumstances site designers can, and do, ignore the
standard without penalty.

Same problem but, unfortunately, not to be unexpected when most site
designers don't even realise there are non "graphical" browser users
trying to access their sites :-(

Even email tends to be littered with hi ASCII characters and MSWord
attachments nowadays.

One consolation though; we NT users seem to be immune to love bites
