It's not the use of frames as such, but the sloppy - if not outright
"illegal" - marking-up in bad HTML which causes problems.

Re "illegal": a <frameset>-tag without an <ALT> tag *is* illegal,
according to valid the W3C standard for HTML. Period.

Re sloppiness: To browse frame-set pages sequentially with a text
browser is as simple as it is basical (in that it follows the very
foundation of HTML which is pure TEXT) - only that HTML-"authors" too
often are blatantly unfriendly vis-a-vis their visitors.  Naming Frames
"left", "down", "fram015a" or such rubbish is very bad practice,
witnessing of rather low IQ and imagination of the "author".  Meaningful
names for the different parts/frames do help with navigating, even with
use of "graphical" browsers.
