in most cases we write to govt officials. email is not a sufficient
communication mode with them
we will need to post (regd post ad) and track receipt. so while the
actual letter framing can be done over wiki etc, the actual sending may
require, many times, elaborate physical snail mail processes.
the 'current system' does not ensure letters are actually sent in this
manner.
there have been mails on this list on many public sector agencies
promoting proprietary sw/formats and about sending letters. we should
also update the wiki once the letter is actually sent (like for instance
Gora did after the open standard letter was sent).

If implemented, drafting should take the form of individuals authorised
to start wikipages. I think currently this is restricted to just one or

I am not sure whether expansion is actually needed, though. Once the
need for a document is expressed, the next steps are, as rightly pointed
out, secretarial, but that does not presuppose the need for
'secretaries' to do it.
Basically, once a wikipage is started, I think anyone can edit. All it
needs is an announcement to the list.
As far as physically handing over ready documents to concerned
authorities goes, again, this can be managed via the list, with
volunteer individuals agreeing between themselves as to who should and
will do it. If it involves posting or couriering the documents, then we
need to agree on whether a centralised payment system needs to be set up.
Are there any other circumstances that might recommend any change in the
current system?
