If implemented, drafting should take the form of individuals authorised to
start wikipages. I think currently this is restricted to just one or two.

I am not sure whether expansion is actually needed, though. Once the need
for a document is expressed, the next steps are, as rightly pointed out,
secretarial, but that does not presuppose the need for 'secretaries' to do
it.

Basically, once a wikipage is started, I think anyone can edit. All it needs
is an announcement to the list.

As far as physically handing over ready documents to concerned authorities
goes, again, this can be managed via the list, with volunteer individuals
agreeing between themselves as to who should and will do it. If it involves
posting or couriering the documents, then we need to agree on whether a
centralised payment system needs to be set up.

Are there any other circumstances that might recommend any change in the
current system?
