There are times when I compare the internet to the real world we live in, and a chat room/mailing list to a real room in which several people are sitting. Entering a room where people have gathered to discuss about FOSS, and then announcing about flood relief is a good and noble idea. Once you have made the announcement some people who are interested will gather around you and form a huddle to listen to you in detail, while others who are not interested will continue with their discussion. However, when it comes to a mailing list, forming a separate huddle is not possible. Your mails will go to all people in the list. The list is an inseparable huddle in itself. Hence, in my opinion. when you bring such topics to the list, also specify which other list people should join to discuss about the topic.
