Where is the performance report on the government in terms of ensuring
itself presents an even-handed approach? Why should the government take
steps to protect a particular proprietary technology or set of technologies?
Why should any government or government-funded initiative specify
proprietary general-purpose software these days? Why should websites of the
government or of government funded bodies carry messages stating they are
designed for use with a particular browser, one that has issues with
standards compliance?

No institution is needed to oversee such things, although for specific
compliance-driven initiatives or projects, the experience of the ITU (to
build W3C compliance on accessibility, including documentation) and others
indicates it works well with an appointed independent project manager.
