IMHO most of such specification by Govt and many private IT departments are
copy paste specifications from vendor sites or results of consultant
suggestions. So why not prepare specifications+all the legal terms and
conditions jumbo mumbo for some of these projects/ parts of projects and put
them online at fosscomm.in for obviously copy paste from these ready made
specifications by the needy parties.

All of us are experts from one field or another, why not prepare and share
specifications (Dr. HS Rai what about the possibilities of sharing the GPS
Tracking specifications).
