I agree with Venky, this point needs to be amplified in para 4, in
future communications and interaction on this proposal.
Perhaps we can begin advocating for mandatory open data standards
within Kerala for now, rather than wait for the (stalled?)
national process to run its course.
The open standards policy is still in draft stage, though there are
hopes that it may be approved soon. Even though the policy is a draft
one, a committee has begun work to evaluate various standards against
the mandatory criteria set in the draft. Can someone familiar with GIS
data formats and standards look at http://cots.nic.in/cots.tar.gz and
see if GIS standards are included in the same? If so, we should point
this out to the Kerala Government.

I am told that as per the FOSS policy of the Govt, audit would need to
be satisfied in cases proprietary software was procured, that there was
no FOSS option. We could add this as a point too. Who would take up
making this letter and sending to Govt of Kerala on behalf of FOSSCOMM?
