The fundamental problem in publishing software is not the software itself*, but restrictions on the typefaces, due to lack of open standards in fonts. This is historical, and due mostly to the original work by Adobe etc in creating digital typeface standards. Huge standards war decades ago because of disagreements between Adobe and MS (PostScript and Truetype). It can be quite bewildering for non-publishing people to find that the world has not moved forward on this point, but that is probably the root of the difficulty with the Kannada typefaces. All typefaces are not created equal. *which is not to say that Quark and PM do not have their own features and drawbacks in other respects, compared with Scribus. You mentioned radio/TV - publishing digitally calls for a different kind of software, one that manages 'playlists', and supports export of playlists to print or Web publishing software.
