There is no viable alternative for pagination to use in a real time
environment. Pagemaker, and quark express have got the features of page make
up, while corel draw is a vector drawing tool. Nothing of these can be used
unless there is an effective application for pagination. scribus if faaaar
away for using in a realtime news paper industry. A project is one to
develop one pagination application in swecha here. Let us know if there are
any developers who can work on it.

Even in animation also you can't really make animated videos but currently
can only view/play them and not generate such output. You can take a
position asking them to include FOSS tools also along with other
applications. Even in indian express where they are using free software
based solutions for editorial workflow, pagination is done using proprietary
solutions.
