At the very bottomline, a student graduates with a course having proprietary software elements in his syllabus, takes some training or course related to that only and tries to get a job in related area. This become a cycle to keep things alive and still static because many things dont change much. This case study can be better if the apex decision making bodies uniformly exercise some decision like removal of proprietary software from academic scenario. This kind of will power is either natural or inspirational in the decision makers. this is top to bottom. For bottom to top, we have seen nice things like FSF,OSI and the like.That list is endless as 'free as in freedom'. If absence of a formal structure is very nice and working great, it does not stop top to bottom. If we need top to bottom, it is best to look as structure - FREEMASONS - at least.
