What is this "requirement". Does this person understand standards and file formats? That is the reason why people use special Audio processing DSP boxes, rather than a doze PC. the latencies are too high and vary with load to make any real work impossible. Also I can assure you that PRO quality live recording and mixing is done with a linux box, rt kernel and a high end audio card (1010).
