The Govt of WB, is in the process of placing computers in schools under the ICT in Schools program. The OS bundled would be Ubuntu 9.10 and Baishakhi Linux v 2.0 (http://www.nltr.org/SNLTR/index.php?option=com_content&task=view&id=22&Itemid=22). These CBTs are to add content for classroom / self-paced learning of the students. So when a workflow was asked for, it was a look around for an exact drop-in replacement of closed tools. I received a copy of this "report" with a clear request for comment from the secretary of IOTA. At present, I wouldnt put it down to a "closed mind", rather one that knows no better and hasnt really adapted to FOSS. Options *are* being asked for, and if none is given, the mind may become "closed".
