Any good user of any proprietary software can not give any verdict just by having a dry run on any other software. All requirement must be sent to developers and user of those respective Open Source software, and comments of developers must be given weighted. If there is any deficiency, then Govt. should give donation to those projects to remove those deficiency rather than opting for proprietary software. No education and training program should be based on closed format and proprietary system [Longtime back, an executive from a MNC asked me provide MSwindow PC to configure router. Had he told me that he need some serial communication software or need to telnet router, I could have given him that from Linux machine; training on proprietary system make person handicapped.
