I understand that the DG of Doordarshan is the chairperson of this (by now probably defunct) council. Apparently, several professional ad agencies and 'talents' contributed their services free of cost to LSSP, and DD underwrote the production expenses. In which case, I guess DD holds the copyright, and nothing that DD owns is available under any kind of public license.
