WVHE has all the components of a full system already installed. Which 
means that it is occupying your computers disk, memory and chewing 
cpu cycles, without providing you full network capability (afaik 
restricted to 4 machines).
You then download a key and the system becomes a WVPE.

So the system is deliberately hobbled so that it can be supplied at a 
low price without attracting a predatory pricing charge.

Again we will have to get specific. Several machines which work with 
everything, are not offered OS free. The doze box will have a higher 
cpu, ram and disk capability, all of which work out of the box.

The ploy is to pretend that linux machines are inferior hence cheaper 
to the doze boxes.

I must state I am speaking in very generic terms and someone will have 
to spend time with every manufacturers website (and call center) to 
get the evidence organised. 

I have done these exercises several times in the past and I am 100% 
convinced of M$ dirty games in trying to keep it's pricing and tieups 
under the radar.
