Is the source available for the Windows (crippled) version?  If you compile
the (crippled) source, will you get a functionally identical binary?  Can
you de-cripple the source and recompile?

If yes, then it _is_ compliant with the GPL.

In what way is it "proprietary"?  The source is available for you to use,
modify, and redistribute.

   1. Maybe he (Bruno) is just trying to do the world a favour, by writing
   GCompris.  Maybe he is not interested in pushing "GNU/Linux"
   2. OTOH, note what you are asking.  You want to use GCompris on
   Windows.  Bruno wants you to use GNU/Linux.  Which of you is encouraging
   Windows?

Raj Mathur has fixed my Linux servers for free.  Maybe I should complain if
he charges money to fix my Windows servers :-)

We complain about how we need to pay a Windows Tax when we run Linux on our
laptops.  Now Bruno is charging a "Linux Tax" to Windows users.  Oh, the
irony, the irony.
